On 28 August 2017, a ceremony was held in Binhu Police Office and FAN Kaizhou, together with four other legal experts, were retained by the Police as outside counsels.  QIAN Xizhong, chief of the Police, gave his gratefullness and warm welcome. He pointed out that the engagement is an important move for the Police to continue to act in a legitimate way, hoping that the counsels would not hesitate to provide their legal advice and suggestions in the crucial decision making of the Police. Such legal surport is essential especially when the Police faces complicated cases and tackles difficulties arising out of rules implementation.

The counsels exchanged their ideas with the Poilce. FAN Kaizhou made a speech in which he promises to play a good role as a lawyer, have the duties well performed and coordinate with the Police positively and effeciently.
